[Omaha.pm] RCS in a perl script?

Guys,

I am one of a couple people who are responsible for maintaining some
scripts on customer-owned servers at remote locations (both Unix and
Windows).  Since my software is based on Perl, I was hoping if anyone had
ever seen a simple "Revision Control System" written in Perl?  I can't
load on "Subversion" or other classic RCS packages...

It doesn't need to enforce a single editor at once, basically just a
check-in/check-out process and some revision change tracking.

A search online has not pointed me to anything of use.
